The Traffic Safety Division of ICJI through partnership with Vincennes University and the Indiana State Department of Health (ISDH) have developed a Phlebotomy for Law Enforcement Training Program. Vincennes University (VU) through its Applied Sciences Programs has an established phlebotomy training program. This program has been narrowed in scope and accelerated to a consolidated 32-hour training week and 8 hours in a clinical setting completing blood draws, versus a semester long course.


The Indiana State Department of Health has developed with assistance of ICJI and the Indiana Prosecuting Attorney’s Council and standard protocol for blood collection for use by law enforcement officers who attend and successfully complete the training program of VU. This protocol was prepared by and approved by a physician from ISDH therefore meeting the standards of training and qualification for law enforcement officers to draw blood for impaired driving cases.


While this is a new program for Indiana, the states of Arizona and Minnesota are two of the states with long standing programs specifically designed to train law enforcement as Phlebotomists. The program operates through annual funding provided to Indiana through the National Highway Traffic Safety Administration. There is no training cost to agencies for tuition and lodging. However, the officer's mileage and per diem need to be covered by the agency. Officers are required to attend a refresher training every two years, again with no cost.


During classroom training students will complete venipuncture (blood draw) attempts on manikin training arms and each other. The initial course will allow for 15 venipunctures and students must complete an additional 8 hours of training venipunctures (no less than 15) on live subjects under observation of a qualified individual (R.N., L.P.N., Paramedic, or other persons) to complete the practical venipunctures. Those will take place on the Friday of the class and will be at an assigned clinical location. Students are provided all training materials, supplies, textbooks and draw kits for collection of samples in the field following course completion.

Course Dates: June 3 -7, 2024, from 8:30-5:00

  • Training class will be held M-R with clinicals on Friday. Upon successful completion of clinicals at the end of the week, you will be qualified to do blood draws in the field.
  • Clinicals can either be completed on Friday in the surrounding metro area or at a regional outpatient facility in your area. These clinicals will be arranged by Jennifer Hacker and are to be completed on Friday to be considered successful.

COURSE REQUIREMENTS:

  • Verification of CPR certification
  • Vaccination records (Tdap, Hep B, MMR and Varicella) Titers would work if vaccination record can not be obtained.
  • Background check
  • A negative drug screen. A sotoxa reading does count but must include your name and date and time.
